(( Okay. Imma be putting all my story crap here because I have a really bad habit of 'misplacing,' things...I'll at least try to make it easy to follow. Note that I said 'try to,' =D ))
With that said, scroll on down for a moreindepththannecessary description of OPA | CITY, the world in which our 60 seconds revolves.

The GREYSCALE was designed to enforce and keep order. Mostly amidst the lower classes, thusly it can become lax in the White District.
The White District is home to the financial sector and some of the richest civilians of OPA|CITY. Things in the White District are more relaxed than in the other districts, it is a place where only like minded people are allowed to gather, keeping crime rate at an all time low. People in the White District enjoy a higher level of freedom than their fellow Opaques*, the creators of the GREYSCALE can be found here. Admittedly they designed it to keep the poor poor and the rich sitting pretty.
Next comes the Grey District, which is without a doubt, the most heavily populated of the three. It is home to the working and middle class. Crime in the Grey District is not uncommon but the heavy Grim* presence helps to keep things in check. People here do as they are told for fear of the reprecussions, the most severe of which is being relocated to the Black District.
The Black District is perhaps the most untouched by the stifling rules of Government. Its modest populous includes exhiles, criminals and fugitives of the Grey District. There is no Grim* presence in the Black District, only vigilante law and a dog eat dog regime. Being so openly disparaged by Officials, this is also a land of hidden gems. The Black District boast a vast array of contraband that was at one time seized by the Government.

Control is power.
Only Officials and other high ranking political types know of "colour," and they do all that they can to keep the masses from knowing about it.
Why? Colour leads to self-expression, difference and chaos.
